The Jammu and Kashmir state has witnessed devastating floods in September 2014. Kashmir valley faced the brunt of this disaster due to its low lying geographical state, resulting inundation of houses for weeks together. The immediate consequences of this disaster were loss of connectivity that resulted into chaos among people, paralysis of administrative systems and increased need of life saving articles and medicines. The long term impact was economic loss due to destruction of infrastructure and loss of livelihood. Since the magnitude of loss was huge and vast area was impacted, the immediate help and support was extended by hundreds of players like; NGOs, INGOs, individual donors, volunteers, Corporate houses and government agencies. There have been a very few players who continued support for long term rehabilitation of flood affected people. Pulwama was one of the most affected districts with over 100 villages impacted. Some of the INGOs and corporate bodies who continued support for rehabilitation have chosen Srinagar or the adjoining districts as their target areas for more visibility and publicity.

In this project proposal you will find a comprehensive strategy and result oriented approach for rehabilitation of most affected people of Pulwama District. Almost 20 revenue villages comprising of 5148 HHs, with over 32289 living souls will be developed as model communities, with relatively enhanced resilience towards disasters. Livelihood support for most affected households and education infrastructure support to schools in the vicinity have been proposed as tools of sustained rehabilitation and development.

A supplementary Informal system for development of individual communities (-VDCs): One of the components of the project would be consolidation of Village based development communities and  enhancing the capacities of people that will help the vulnerable population to overcome the disaster risks and to further strength their ability so that after disaster, communities: recover fast, resume its original form, adjust easily to changed situations and cope with the situation without external support. Capacity building of community workers/ informal structures would be taken up to supplement the formal village based development structures like; Panchayat Raj Institutions (PRIs), so that a long lasting structure is available that shall function even in the absence of or after expiry of the PRI’s formal term.

Livelihood support to economically deprived households and development of Educational Institutions: Devastating floods of 2014 have gravely damaged the educational institutions in the vicinity and most of the people living hand to mouth, also lost their livelihood to floods. In this project you will find a clear and sustainable solution to both these issues.

State of art computer and science laboratories will be established in the secondary level schools that will provide a competitive edge to these schools to help thoughtful and bright students from these deprived communities to pursue their studies at par with the elite class pupil.

Need based and knowledge based livelihood opportunities will also be provided to people who have lost their livelihood in floods. This initiative shall take huge loads off their shoulders to earn their wherewithal. The financial and technical support to the families will not only lessen their mental trauma but also empower these households to support education of their wards in a sustainable way.


Project Goal:

Survivors of 2014 Kashmir floods have increased resilience towards disasters and are economically strong and educationally developed.

Project Specific Objectives:

Result Area-1

(Livelihood)

  • The target population is envisaged with the best possible livelihood opportunities by the establishment of Agro based income generating activities in the community.

Result Area- 2 (Education)

  • To provide best possible infrastructure facilities for general and computer science that will facilitate quality education and effective learning at Secondary level Schools.

Result Area-3

(Capacity Building & Awareness)

  • Establish a long lasting community based informal structure that would support the programme activities to happen smoothly, besides participating in community development work through supplementing the existing formal structures, if any at village level.



Brief Implementation Plan:

The entire implementation plan will revolve round a central idea of “Increasing resilience towards disasters”. Different components that would be developed will ultimately be focused on the same idea. A two tier implementation approach will be adopted that will enable us to reach out to maximum people directly in the community. The entire target area will be divided into small clusters (each cluster represented by one revenue village or multiple hamlets). Each cluster will have a Village Development Committee (VDC) that shall work as a single point of contact to reach out to each household in the cluster. Members of a VDC will be selected on opinion basis followed by competitive support form communities to eliminate pure political and any other discriminatory character out of it.

The first intervention after Baseline survey of the target population will be training of VDCs to enhance their capacities so that all other interventions for rest of the components are made possible. This will form tier one of the intervention. These capacitated VDCs will intern organize communities in collective resilient structures which will gradually strengthen over years to come. This will be tier two form. The ultimate end product of the intervention will be a developed target area with relatively high degree of resilience towards natural disasters, sound livelihood opportunities and educationally other communities outside target area.

Formation and consolidation of VDCs: Formation of 10-15member VDC with reasonable share of women members through an open opinion and competitive mode of selection will act as structures of change in the community. The working and activities of the committee will be recorded to know the effectiveness of the body in disseminating the structured ideas down the line to an individual in the community.


Working and Role of VDC: Highly motivated and trust worthy members readily available for receiving trainings and participate in capacity building programmes will serve the basic purpose of the committee. Post attainment of trainings, following is expected from a matured committee:

  1. Work for disseminating the project inputs to the community with no person left unattended.
  2. Actively facilitate the intervention of other project components like, awareness, education, livelihood etc.
  3. Help in identification and selection of a reasonable beneficiary for the project.
  4. Supplement in monitoring process of the project activities in the community with active reporting and timely interventions.
  5. Function as a single point of contact for other agencies, government departments, NGOs and other voluntary bodies during and after project implementation.
  6. Provide reasonable and timely information to government and other agencies as and when requested.
  7. Support to and coordinate with the PRIs and any other formal structures in the community during crises.
  8. Never act/represent like a parallel structure to a formal village/community based organization but to work as an alternate means of facilitation for unbiased intervention.
  9. Highly adoptive to cooperative and brotherly responses during crises and readily available to give-up egos and divisive strategy.
